Make dought out of the wheat flour similar to making dough for chapatis
shred the paneer well with hand and add in all spices, onion and green chilli
take a ball of dough flatten a little and add the filling and close the dough by pinching it from all sides
roll it like a chapati with slowly and softly and fry it on a tawa, not required to add too much ghee as paneer gives away its on oil
