Soak Moong dal overnight
Boil moong dal in a cooker with very limited water
Grind it in a mixer
Grind oats separately. Make it in a powder form
Grind garlic, ginger and green chillies according to taste
Mix every thing, add masala according to taste.
Mix thoroughly, add some water in it to make the mixture little bit lubricated and make it in a tikki (circle) shape form
Take non stick pan, pour some oil and roast every tikki with low flame heat.
Serve them with green chutney
